Narromine water leader acknowledged in NSW Parliament

Narromine water leader acknowledged in NSW ParliamentMember for Dubbo Dugald Saunders MP with Narromine Shire Council's "Legend of Water", Manager Water Utilities, Doug Moorby and Narromine Shire Council’s Director Infrastructure, Melanie Slimming.

Last November, Narromine Shire Council's Manager Utilities, Doug Moorby, was recognised as a recipient of the prestigious "Legends of Water" award by the NSW Water Directorate.


This week he was mentioned in the NSW Parliament by Member for Dubbo, Dugald Saunders, who recognised Mr Moorby's extensive work in the water industry.


Narromine Shire Council General Manager, Jane Redden, commended Mr Moorby on his recognition and said he was an asset to the Narromine Council.



“Doug Moorby’s passion, expertise, and commitment have been transformative for Narromine Shire and the wider Orana region," Ms Redden said.


"His leadership has driven significant advancements in our water and sewer systems, ensuring long-term benefits for our community.


"We couldn’t be prouder of Doug and this well-deserved recognition.”


Mr Moorby's legendary status came about because of his dedication to water and wastewater management.


He has been a driving force behind Narromine Shire Council’s water infrastructure improvements for the past 11 years.


His leadership has spearheaded numerous technological advancements, including:


  • Installation of Narromine’s booster pump stations.


  • Development of the award-winning water treatment plant and construction of a new water reservoir in Tomingley.


  • Complete refurbishment of the Narromine water reservoirs.


  • Deployment of smart water meters across the region.


Narromine Shire Council General Manager, Jane Redden said they are very proud to have their own "Legend of Water" on staff.


Currently, Mr Moorby is leading the design of a new water treatment plant for Narromine, further showing his commitment to sustainable water management.


Beyond his role at Council, Mr Moorby serves as the Chairperson of the Orana Water Utilities Alliance and is a board member of the NSW Water Directorate, advocating for water loss management and mentoring future industry leaders.

His extensive career spans decades, covering various fields such as hydraulics, wastewater treatment, public health, and bioengineering.


Beginning as an apprentice plumber in 1971, Mr Batten gained invaluable experience working across Australia and internationally before transitioning into water and wastewater utilities management in the early 2000s.


Mr Moorby has qualifications that include diplomas in Project Management and Local Government Operational Works, certificates in SCADA Systems Integration and Water Industry Operations, and a NSW Plumbing Supervisor License.


Since joining Narromine Shire Council in 2013, he has played a crucial role in modernising local water infrastructure and operations.


Mr Moorby's contributions were acknowledged at the highest level, with Member for Dubbo, Dugald Saunders MP, giving him a special mention in the NSW Parliament this week.


His recognition in Hansard underscores his profound impact on the water sector, reinforcing the significance of his work not just locally but across the state.


Ms Redden said Narromine Council were proud to have Mr Moorby on board.


“Doug’s commitment to ensuring high-quality water services for the community is truly commendable," she said.


"His leadership, knowledge, and ability to drive meaningful change make him an outstanding leader in the field.


"We are incredibly fortunate to have Doug on our team – he really is Narromine’s very own ‘Legend of Water."
